H110 Motherboard and PCIE Lanes confusion

Hi guys, I am helping a friend with his build but i am confused about the max number of pcie lanes on the chipset and CPU. On the Intel website, it states that the H110 chipset has a max of 6 lanes but the cpu (i5 6500) has a max of 16. Does this mean that an x16 GPU in the motherboard would only have 6 lanes and run at x4? Or is the pcie lanes to the cpu and chipset separate, meaning to say it has a total of 16+6 lanes? The motherboard is a Asus H110M-A. On the asus website, it states that the pcie x16 slot can run at x16 mode. I would like the GPU to run at X16 wit 16 lanes. Can someone please explain this to me?

It's 16+6, but that's academic since it all depends on the motherboard which determines how many lanes are available (they can even create new lanes using switching chips).

So if the mobo says it's x16, it's x16.
