Solution
Power supply: if you intend to get the RX 460, then 500W would suffice. The RX 460 reportedly requires 380. From memory, it may be a good idea to replace the power supply if you can afford to with a better quality one.

BIOS: to be clear I'm not saying you have a locked BIOS, I've even linked threads whose owners reported success in upgrading. I am saying a locked BIOS is possible with pre-built PCs. If a pre-built PC has a locked BIOS then is there a way to upgrade? In a manner of speaking, yes. But it would mean replacing the motherboard and at that point it might be time to consider a new PC entirely.

My advice of making sure you can easily return a graphics card if you do have a locked BIOS still stands. Otherwise you'd end up with...
Disclaimer: if that motherboard is part of a prebuilt PC there is the possibility it has a locked BIOS which may prevent hardware changes.

As long as the motherboard has a PCI-E slot, the RX 460 can be installed. This obviously depends on the physical dimensions of the case and other considerations.

I would also suggest checking if your PSU is also sufficient for the graphics card's requirements. The RX 460 reportedly requires a 380W power supply. From my experience, the wattage of PSUs in prebuilts tend to be low.

Yes the motherboard from a prebuild pc . Its a dell 8300. I think this mobo is locked to. Anye ways that i can use this mobo then??. Sorry for bad english.

A locked BIOS is a possibility.

However, some have reported success in using a different graphics card:

http://www.tomshardware.co.uk/answers/id-2860860/dell-xps-8300-gpu-upgrade.html (I assume it was successful...)

So it is possible your BIOS may not be locked and you can upgrade the graphics card.

I would still check the wattage of the power supply and the power requirements of the card you intend to purchase. To be on the safe side I would also suggest making sure you can easily get a refund if the motherboard does have a locked BIOS.
