BIOS Takes longer than Windows 10 to fully boot

I installed an SSD about a month and a half ago (PNY CS1311 240GB) and its fast I love it, I was just wondering if it's normal for my BIOS to take longer than Windows to boot, my bios seems to take about 20 seconds while windows takes about 4

with new intel mb there are a few settings. one is most new mb have efi and legacy boot. if all your hardware is new set it to efi and turn off legicy boot. also turn off the mb splash screen. there also fast boot or quick boot. if turned on you need to download a small boot program in windows to boot back into the bios. with fast boot on most keyboard wont post before the pc into windows. same goes for turning down the wait time for error at post.
