Yup ^, the gtx 1060 3gb, despite having 1gb vram less is still stronger than a rx 470, it even beats the rx 480. At 1080p 3gb vram is still fine.
A good cpu upgrade would be an i7 2600, it will run good in every game you play and will last you some years to come, though if I were you I would first test how the i3 does with the 1060.

The GTX 1060 is more powerful than a RX 470, as a result it would be more bottlenecked than a 470. You may want to upgrade your processor to an i5 2400/i5 3570 soon. Also, what power supply do you have? I wouldnt pair a poor power supply to cards like these.
