Stutter in i5 4690k 4.4ghz

Hello guys, I've been playing The Division but this problem occurs on my rig. I played The Division for hours but what I experience is stutter I have i5 4690k I OC'd to 4.4ghz but I dont know why I feel this stutter. My CPU is always at 98-100% of the time. Can you guys help me how to resolved.

My Specs:
i5 4690k 4.4ghz
MoBo ASRock Z97 Pro 4
GTX 1070 ASUS Strix 8gb
HDD 1TB
4gb RAM 1600hz 2x
PSU 600w Corsair

SSD, I highly doubt it could be that. RAM it could assist you.

Have you tried doing a health check on your HDD, and doing a defrag? That has been a resolution to some issues people have had in the past.

What cooler do you have, with your CPU being at 100% almost all the time can show it is throttling while gaming.

What are your temperatures while gaming? And what cooler do you use?

This issue could also be down to your 4GB of RAM, maybe try upgrading that to 8GB or 16GB? (Personally, I recommend 16GB if you can afford it)

Im using Hyper 212 Evo Cooler Master and I have 8gb total RAM. While gaming I constantly have 70c temp on my CPU. I dont know why I just keep on stutter specially on some areas exploded or in a crowded places and also during PVP with other players.

My bad, misread the RAM you stated (Didn't see the x2 at the end), what is your RAM usage while gaming?

Also, do you have note of what other processes you have running while gaming? As that can boost it up too.

Have you tried reducing the settings slightly, such as the CPU intensive ones?

My RAM usage is 6800mb.

The apps running while gaming was simply the STEAM Geforce Experience.
the youtube you gave me we have same issues. Now I'm to follow on how to fix this issue. But every people have different solution. I dont know but the game its Optimize properly.
With the settings I just use the GeForce Experience for optimization. VSYNC OFF.

That's fair enough, the way to fix your issue is by testing everyone elses fixes. One may work :)

I still have the issues regarding stuttering. Even though I turn the VSYNC ON I still get the stutter very much. I don't know what causing major problem on this. With my Specs as mentioned above, buying SSD and upgrade more RAM do you think this will help resolve the stuttering issues?
