Can't control system fans via BIOS/Speedfan (ASRock H97 Pro4)

So my fans are quite loud (1200 RPM) so i wanted to turn them down a but, first i installed Speedfan to turn them down, but that doesn't seem to help, then i went not the BIOS and chose the "Silent" didn't help either, then i chose "Customize" and set them way down (To test if it works), and it didn't work either. So any help?

Not to patronize, but just to make sure. Your fans are plugged into the SYS_FAN slots on your motherboard, right? Some cases come with fan controllers that the fans plug into. That would be one reason that they would not respond to software or bios changes.

My fans are connected to the CHA_FAN slots, as there are no SYS_FAN slots on my motherboard (Or maybe I'm blind)

Yes, i have Speedfan and AIDA64 installed. Speedfan shows my Sys Fan: 1158 RPM and Aux1 Fan: 1204. AIDA64 show Chasis 1# 1158
