Power supply turns on even when switch is off.

Sooo ive been battling with clicking psus lately have tried multiple units and they make the same sound. I noticed that when i turn my plug in the outlet upside down (schuko) the power supply starts ticking and a little moment later the lights on the gpu and mobo turn on even when the psu switch is in the off position. Other way it works normally and obeys the switch like the damn thing should. I tested the psu out of the case with the pin test and it worked like it normally should. So is there a short or is the motherboard faulty? Ive tested the outlets which are fine. Other than this the pc works normally.
 
did you check if your outlet is well grounded? or psu well grounded from pc case ....
did you connect correctly the power and reset front pc case panel switch on the motherboard?
psu power connectors well installed on mobo?
does the motherboard short somewhere by stand up or something else ..??

which power supply you have ? brand/model

Current one is EVGA supernova g2. The outlet is grounded. I connected the power and reset of the case and it works right, i took the intructions from the mobo manual. The psu connector are all latched and snug. There is no extra standoffs or anuthing. I will have to take the mobo out next and inspect it... the pc works like a charm but every psu i put in develops the clicking sound and i think its not normal since my previous pc didnt do it. Edit. The os doenst turn on until i press the start button but the lights on the motherboard and gpu do so its getting the continuous 5V power
