PCIe 3 video card into a PCIe 2 slot

Yes, PCIe 3.0 cards are backwards compatible with PCIe 2.0 slots. PCIe 2.0 cards are also compatible with PCIe 3.0 slots.

A PCIe 3.0 card will run at PCIe 2.0 x16 in a PCIe 2.0 x16 slot.

thanks for the answer. i'm looking for a video card that will drive a 4k monitor. I'm not a gamer, I will be using this for photo editing. Can you suggest a good but not too expensive video card?
 
I'm not an expert on photo editing. As far as I'm aware, almost any modern graphics card can drive a 4k monitor no problem outside of gaming, but I don't know how well different cards will perform if you use GPU accelerated features like some filters. If you are looking for enhanced color over the usual 8bit stuff, then you may need a professional card like a Quadro or Fire Pro, but again, if you use GPU accelerated features, I wouldn't know which card to pick.

I know for enhanced photo editing i need a card capable of 10bit, but that will come later. right now I just need something to get by. forget about photo editing right now. can you suggest something that will let me use windows 7/10 and videos so nothing is choppy?

Both the lowest end cards of the latest technology. You should do a little research on your software to see if they prefer Nvidia or AMD. The 1050 is a little faster, but that shouldn't matter for your purposes.

Matrox cards are mostly a mystery. They haven't been a mainstream GPU company for a long time.

Their cards are primarily for business systems and specialty applications these days.

That card is interesting in that it has two display ports and nothing else. If those are the connections you need, then it will work. Not sure what the relative performance would be compared to comparably priced Nvidia or AMD products.
