Feeling like my computer isn't giving its potencial, would appreciate some help.

First of all, I'd like to say this was my first ever build that I made 2 years ago, the problem persisted but I kept ignoring it, until today. I really feel like the computer it's underperforming.

Specs:

CPU: Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz 6MB (Current Speed is 3.90GHz)
GPU: AMD Radeon (TM) R9 380 Series 4G (3G Dedicated Memory, running on 1000MHz clock)
Motherboard: MSI-Z97-G45 GAMING
RAM: 8GB ( 2 Sticks from Kingston HyperX Fury DDR3-1600MHz )
Power Supply: Nox NX 750W (Probably unnecessary info, decided to post anyways)
OS: Windows 7 Ultimate 64-bit
Currently using stock cooler on CPU, got a total of 3 fans in the case ( 1 sucking air in, 2 pushing air out )

Let me point out that I always have my drivers updated, current AMD driver being 16.11.2, released days ago.

Already did a Windows Memory to check if my RAM was failing, and had no problems.

The computer is clean, no dust.

Gonna take Black Desert Online as an example here:
With these specs and having not more than 40 fps on any option, even High End Mode.
Temperatures are normal:
CPU: 40ºC ~ 60/70ºC and usage always at +-50%
GPU: +-60ºC with usage spikes between 0% and 100%

Not recalling any more information I can give, if need, do ask in the comments, I will gladly awser.

An i7-4790k (4.0-4.4Ghz) is a pretty big jump up compared to a stock i5-4690k (3.5-3.9Ghz) + the additional cache and hyperthreading. But you can easily run that i5 up to 4.5Ghz or so with a decent cooler such as:

DEEPCOOL GAMMAXX 400
Cryorig H7
Cooler Master Hyper Evo 212

And others in that price range. Also the big ones like the Noctua NDH15 or Phanteks TCPE14, and all-in-one water cooling solutions (though they are rather expensive)

R9-380 is a decent mid/high range card. Should be good for 1080p in most games.

CPU is about as good as they get. The stock cooler on the other hand is pretty poor. A cheap investment in an aftermarket cooler should keep it boosted longer, and allow for some overclocking.

Power supply is an important piece of equipment. And you are not using a familiar brand which could cause some issues if it is of very low quality. I will look into that.

The OEM might be Channel Well Technologies on that power supply. Which would put it in at a solid mid-range product. However, the lack of 80+ certification is a bit telling.

Black Desert Online has pretty minimal requirements compared to your PC. It may just be a poorly optimized game? Seems to use a unique game engine.

Any tips on an aftermarket cooler I should get? What do you recommend?

Also, I do get the feeling of underperformance cause I have a friend that has the exactly same build as I, only he has a I7 4690k CPU, and he plays Black Desert 60+ FPS, is the CPU really that different?

It happens in many other games, dont recall them at the moment.
 
The GPU usage spikes makes me think it's your PSU providing inconsistent power to your GPU.
Your CPU isn't really getting that hot, even though the stock cooler is typically not enough, it wouldn't hurt to upgrade it as well.

Here's a good replacement and new cooler. (Don't go looking for a cheaper psu, it'll be garbage.)

BUT give he following a try first even if you have already "reinstalled the video drivers." as it may fix the issue for free.

If you have graphics or driver issues, one of the most common fixes is a clean uninstall and removal of your graphics drivers.

To uninstall your drivers, first download and run Display Driver Uninstaller, and follow it's recommendations of booting into safe mode and ect.

You'll download a compressed file called "[Guru3D.com]-DDU.zip"
Right click and choose extract.
Go into the folder and run the DDU v##.##.exe
This will extract more files to this folder.
Run Display Driver Uninstaller.exe
Choose Yes when it asks you to boot into SafeMode.
After you've rebooted into safe mode.
When DDU comes up, if it hasn't selected your GPU manufacturer (Nvidia/AMD/Intel) then choose it from the drop down list
Press the Clean and Restart option
If a window comes up asking to disable the Windows automatic installation of display drivers click yes.

After (or before removing the old drivers, just put the new ones on the desktop or somewhere handy) rebooting back into Windows, manually download the latest drivers from Nvidia or AMD, don't use auto detect, choose you GPU model and OS from the drop down lists.

Not really the solution, but I ended up buying a Cooler Master Hyper Evo 212 and boosting the cpu to 4.2 GHz, and I'm planning on buying a AMD RX 480 in the next summer. Thank you all for the replies!
