Can't Install OS Blue Screen

I built my first computer over two months ago and for a while it worked for fine but then I got a WHEA-uncorrectable error and my computer wouldn't boot up anymore to windows. So I did a secure erase in bios on my SSD and got a new graphics card. I had recycled the one from before from an old computer and figured the original problem lie with some driver error in the old graphics card.
Now however, I'm attempting to reinstall the windows 7 OS to my computer, the windows downloading files and logo screen even appears, but then it cuts to a new blue screen that says Windows has encountered an unexpected error and delete bios cache or shadowing, which I can't find in my Bios.
I've tried installing Windows from safe mode but again it gets so far into installation and then I get that blue screen again but when I'm in safe mode it says a clock interrupt was not received on a secondary processor.
So now I'm at a loss, I don't know what's wrong with my computer and I'm terrified it's a hardware problem and is either the CPU or motherboard. Every piece is brand new and I was very particular when I was putting it all together because I've never done it before. I was standing on a hardwood floor and wearing the static wristband and everything so unless I got some shoddy machinery from the factory I really hope it's not a hardware issue.
What can I do to get the Windows OS back on there?

Graphics: Sapphire Radeon R9 290 4gb GDDR5
Power: 800
 
can you check for bented pins...reinsert the cpu and his socket and reinstall the cpu cooler
give a try

when you say Power: 800 ...?? which psu you have? brand/model

if the above solutions not work ..reset the bios by removing the cmos battery and put the jumper at clear cmos on the motherboard for 5 min
after that put back on like it was before ..battery and jumper , check in your mobo manual

Power supply is XTREME GEAR 800W ATX XG-P800
I should take out and reinstall CPU and Cooler?
What does cmos stand for? Sorry I'm still new to computers and all their terminology, what is the cmos battery, jumper at clear cmos? I have my motherboard manual but will this help elimate any hardware problems?
