Cannot access web pages that uses HTTP but can access HTTPS

Hello everyone

I'm struggling with a really annoying problem.
When I plug my LAN cable, I automatically become unable to access (mostly)HTTP webpages but I can still access HTTPS pages in high speed. I said mostly because I can access some HTTP pages like this page. But I never faced with any HTTPS page which I can't access.

Its not blocked by ISP because I stay at a dormitory room and my friends can access same HTTP pages. Thing is that, if I connect my laptop to Wi-Fi I will be able to access any page I want regardless its HTTP or HTTPS. I can also connect with Tor Browser while I'm still using cable.

So far, I tried like everything. I first suspected that Kaspersky did this while removing itself but I even reset my laptop and format my Windows 10 from its recovery mode kinda thingy. Not worked

  • ipconfig /flushdns, /renew,/release - failed
    netshock reset/renew etc - failed
    Uninstalling Realtek PCIe GBE Family Controller driver and re-installing - failed
    Disabling Windows Defender/Firewall - failed
    Checking IE settings like LAN Settings - failed
    Formatting without using CD/DVD/Flash - failed

I already lost my many development programs and games. So I'm literally open to anything. I spend lots of cash for this machine and I really don't want to use it with damned Tor browser and so on. I'm not even able to see store page of Steam right now which is insane. I would be glad if someone points me the problem.

Are you able to ping these sites when connected to your network card? If not sounds like a firewall might be in the way that is blocking the MAC address of your network card to some sites.

I have contact with my dormitory internet service provider today, according to them "Something happened and they have fixed the issue". He suggested me to force system to give me another IP address. I just changed my IPv4 IP address to static and problem solved right now. Sadly, I found that too silly as a solution and didn't even try before I format my laptop. So my programs formatted for nothing. Anyway, It was a good lesson for me.
