CPU usage jumps to 100% in games

Hey friends. I've been dealing with this issue for a while now. Every game generally goes up to 50 - 100 percent cpu usage. But even less intrusive games are using an abnormal amount. My temps during idling are around 30 Celsius while during load it is around high 40s to low 50s thanks to the new cooler.

My setup is
Win 10 Anniversary ( occurred when I reinstalled a fresh non Anniversary version of Win 10 as well)
i5 3570k @ stock
EVGA 1070 SC
12 GB DDR3 RAM Running Dual Channel

I got an aftermarket cooler thinking that would be the answer. I turned off shadowplay / Xbox DVR. Reinstalled Windows multiple times. Although haven't cleared my HDD where all my games are installed, I boot off my SSD. I also have an exHDD for storage.

I generally have webroot running in the background and my usage doesn't go past 5% during idle. Can go into more background program details of needed.

I turned off literally every power saving option from BIOS to Windows to Nvidia Control Panel and made sure it was on high performance. I tried uninstalling via DDU and not installing GeForce Experience as well.

Nothing I have done is working with most games I do not studder but during intensive ones I do. I run two monitors but only game on one.

Witcher 3, The Division, Battlefield 1.


As oppose to CSGO, Dota 2, Overwatch.

For lower end stuff.

I selected best answer my accident zzzzz.

I generally get 60 but stuffers and goes down to 45 generally. I know that's an issue with the game and I tried the fixes on their forums but did not work regardless.

Yea I know that game is rather intensive but 100 percent usage on Rainbow Six is rather odd. It happens on generally every game where it overuses it for the lack of a better term.
