Trying to figure out issues with my Computer

Basically I have been having issues with my computer. Basically with every game I play it stutters and the frame rate is all over the place.
I have a 9590, and I know it is a pain in the ass, but I wasn't having any issues with it until about a month ago.
My buddy also has the same graphics card as me, and isn't having any of these issues. The only real difference between our builds is that he has a 4790k
Is there anything that I can do to stop the stuttering, and maybe get back to enjoying my computer?
 
My first recommendation is to remove overclocking if you have any.
Second, I'd run anti-malware to make sure the soft side of the system is ok
( Malwarebytes and Adwcleaner are excellent ).
Also, what are your system temperatures like?

Had it at 5.0 for the longest time. As soon as it started stuttering trying messing with the vcore a little, and lowered it.
All my temps look good. All below what are considered normal. 30-50c for games and 65-70c for gpu. Which the 295x2 throttles at 75.
