How Do I Update Asus X99-A II Motherboard Bios Without a CPU?

I am planning to build a PC, with Asus X99-A II. Its just the best motherboard I ever found , and I got this list made on pcpartpicker.com, heres the link: http://pcpartpicker.com/b/JVtJ7P
However, the problem is that it needs a bios update prior to using the CPU(Intel Xeon E5 1620 v4), and before doing that, I can only use up to Haswell-E CPUs with the socket Land Grid Array(LGA) 2011-3, and Intel Xeon E5 1620 v4 is Broadwell-EP. So I thought it was not such a big deal to find a CPU that is dirt cheap, is a Haswell-E or lower class and uses LGA2011-3, but it costs a lot more than I can spend on a CPU that is going to be used to update just the bios. If you think I should use the Intel Xeon E5 1620 v3, which is Haswell-E permanantly, don't dream about that anymore because v4 is a dollar cheaper"DERP". Even if that doesn't matter, im going to use 128GB of RAM and the v3 isnt gonna support a ton of ram that is equivalent to a normal SSD. Also, the turbo is only 3.6GHZ, when the v4 is 3.8GHZ, and overclocking on the v3 would make it a power hog, compared to the v4. So thats all screwed up, so what can I do? Just in case, I have a laptop that works and has windows 9.1 on it with a 16GB Flash drive, can I update the bios with the USB Flash drive without the cpu? It may sound stupid, because you need a cpu to even turn on the motherboard, but just in case, and I also think probably not and it isnt likely. Or can I update it by connecting it to my laptop?
P.S I cant install stuff on my laptop, for example minecraft or photoshop because it creates a directory, but I can download .exe files and run them(but not installers in exe) or download stuff and put it into the flash drive.

But on PCPartPicker.com, it says 'Some Intel X99 chipset motherboards may need a BIOS update prior to using Broadwell-EP CPUs.' on the compatibility notes section, so I think it means I need to do a bios update to use the Xeon E5 1620 v4, which is broadwell-EP. I searched more and the way it works is that out of the box, it can only recognize cpus on the supported cpus section, till i do a bios update, so the cpu im trying to use is now reconized, because the cpu was released later than the motherboard.
 
the procedure to update your bios before cpu installation is detailed in the motherboard user's manual

go to asus web, then your motherboard's product page, and you'll see a choice for support in the upper right hand corner
go to it, and then select manuals, and you can download your manual

Parts picker is not a guaranteed compatibility check, I trust the motherboard manufactures support list much more. I would NOT buy a processor for a board that is not listed on the support page.
They even say that on all AMD boards using a FX processor that is 4 years old.

Oh also, on another thread:

You can't do any processing without a CPU and updating the BIOS is processing. So make sure the motherboard you buy has a p.3 or later bios when you buy it. If you can't do that, look at other motherboards.
Does bios version write anywhere on the package?
And I found that Asus supports flash without cpu why msi not?

Without CPU BIOS flashes can be accomplished with Asus USB BIOS Flashback, however that is not a feature that is available on your motherboard model.
You may contact ASUS and have the motherboard sent to them and they will flash it for free.

Then, does all that mean I can flash the bios to update it, or send it to ASUS to update the bios for free? And if I use another cpu, and it supports lower RAM speed, can I still use the RAM? I might have to use e5 1630 v3
