AIO Fans don't speed up in spite of BIOS profile

I'm installing a build for a friend. 4770K overclocked with a 240mm AIO installed on it.

However the fans refuse to speed up under load, even though they are connected to the CPU 4pin (as instructed in AIO manual), and I have a fairly aggressive fan speed profile in the BIOS. Pump is connected to a 3pin chassis port with full power.

Has anyone ever experience this before? I'm running OCCT for a quick stability test and it keeps throttling the CPU since the fans stay at around 650RPM at 100c

Here's a quick shot of the BIOS' fan profile for reference. I have not tried a software based fan controller, but I'd prefer to avoid it, since my friend isn't IT proficient and isn't unlikely to close it by accident. I am using HWinfo to measure CPU cores and package temps, as well as fans.

They're working now - Apparently the motherboard is known for ignoring the fan profiles randomly. After I tweaked them slightly and rebooted, the fans kicked back into action as if nothing had ever happened.
