How do I tell if my CPU is being overclocked?

So I have an AMD FX(tm)-8350 Eight-Core Processor with 4.0 GHz. I have a feeling it may be overclocked but I'm not sure how to tell if it is. Also when I'd play certain games the normal temp. my GPU would go up to is about 39 degrees Celsius but lately it's been going up to 44-47 and I cleaned it out (barely any dust) but it still did it. I just wanna know how to check if it's overclocked and I wanna know whether I should be worried for the temp. increase or not. Thank you! :)

You can check if the CPU is being overclocked under the Windows System properties page.

Right-click on "This Computer/PC" etc.
Select properties
Under the system heading, you should see processor, and there it will show it's @speed and maximum speed.
