Will a 450W PSU be enough for this build?

A GTX 1060 would work, with a 450w, but the RX 480 might be pushing it a bit. I wouldn't use that PSU, regardless. A corsair CX450m, is a much better unit.

Hello.

The answer is no. You will need a 500W power supply or better to run this build. It may work, but the PSU can fail prematurely with the RX480.
I suggest getting at least a 500W or more supply, as per MSI's suggestion.

I say thsi because I've seen reviews of the msi rx 480. The system power consumption wasn't higher than 350W so I was wondering if a 450W PSU wouldn't be enough
 
450W is suitable for a reference design Radeon RX 480 but the MSI Radeon RX 480 Gaming X is a non-reference design card.

The MSI Radeon RX 480 Gaming X 4G's maximum power consumption will be around 57 Watts more than the maximum power consumption of the reference design Radeon RX 480.

The EVGA 450B Bronze Power Supply isn't suitable for Intel Haswell or later processors because of its obsolete group regulated circuit design that becomes unbalanced with the +5V rail dropping below spec when the CPU enters low power states.

It would shorten the life of the PSU quite a bit, plus it wouldn't leave much room for future additions/upgrades/overclocks etc.. always leave yourself some overhead for development.

PSU has a 5 year warranty and 150w of headroom is decent. Plus if they are on a budget like some builders can be , it's not a bad choice.
