Poor Performance Due to Low GPU Usage (No idea why)

I posted a similar thread but it seems to be dead and none of the solutions I've tried have worked.
My gpu tanks while in game, usually hovering around 70-80%, and very rarely getting into the 90's. This cause my fps to usually max out in the 80's, and getting as low as 50 in some scenarios. And oddly enough the usage seems to go down when there are more intensive moments that would demand more usage. My gpu temperatures don't get higher than 70c. My cpu hangs around ~75% usage and around 55c. All of this is from playing Battlefield 1. This problem still occurs no matter which game I play.

Looking back I feel that this trend may have started a year ago when I updated from windows 8 to 10. I'm not sure though. I can't come up with any solution

Things I've tried:

  • Fresh driver install
    Fresh install of Windows
    Switching PCI-E ports
    Swapping out identical cards (No performance gain)
    Made sure Nvidia control panel was set to prefer max performance
    Made sure power options in windows were set to high performance
    Updated bios

Build:

i7 4790k @ 4.7ghz
MSI z97 g45 gaming
MSI 980 ti
Corsair Vengeance Pro ddr3 16gb 8x2 1866
Playing @ 1080p 144hz

Make sure ALL drivers for all your parts are up-to-date. Sometimes outdated drivers can cause problems, for example, the CPU and GPU can't "communicate" with each other properly because of outdated drivers.

What parts other than my gpu and motherboard would have drivers? I'm up to date on both of those.
