fx 8350 goes above 1.58V

So i started checking how much can my new fx 8350 handle with AMD Overdrive and it reached 4.9ghz when it froze. Temps were about 60C with a max of 72c(not the stock cooler. its evercool but thats what i know about it only). Mobo is 990x sli gaming. gpu evga 1060 sc 3gb. The thing that i noticed was that the vcore was jumping a lot but it stayed mainly around 1.5v wit a max of 1.584 which is terebly high. i made a mistake that i monitored only with hwmonitor and not with cpu z at the same time. bios is reset to optimized settings. Is that some overvoltage setting? what should i do? i want to clock it to 4.3 4.4 because i dont think the cooler can handle more.

its not even oc. with bios reset to optimized it runs at 1.45. yes it has its at auto at the moment. everything else seems normal. 4019 mhz boosts to 4.2

edit: i clocked it at 4.3 ghz with everything disabeld and LLC set to normal nad vcore set to +0.00v. when i launch prime95 it jumps from 1.476v to 0.924v and clocks drop to 1.4ghz. is that normal?

edit 2: turns out it just throttles at 61 62C. I turned bach optimized because i cant get LLC just right. what does stable voltage mean?

edit 3: Its the VRM. Its overheating. Ive hit a dead end.
