My new graphics card isnt working.

So i purchased the EVGA gtx 970 4gb ACX 2.0 SSC, i had a gt 630 before. ive installed my new gpu into my system and i connected the power cords that come from m psu to my gpu. there are four leds that i assume are suppose to light up but only led 1 + 2 are lit green and also there are 2 fans of course but they are not spinning but as you can see it has a system fan connector that DOESN'T REACH. can you please help.

The fans on the card should be connected to a connector on the card, not to the motherboard. If it's not connected to that or the connection is missing, exchange the card. You already checked to make sure that you have a good enough power supply to run the card?
