PC screen pixelated on boot-up and won't load past Windows Splash Can get to Launch Startup Repair

So when I start up my computer the gigabyte screen is all pixelated if try and do boot menu the becomes completely unreadable. I get to the windows splash screen which is still pixelated and it stops loading there. I can get into the windows startup repair mode and i tried repairing it from there then it ends up finishing and saying unable to repair. I gave my graphics card to a friend he tested it out and it still works. I was thinking its the mobo but I don't exactly want to buy a new one if its not the case.

Hello.

Have you tested with another monitor? If not, I suggest doing so to rule out your monitor. Try another cable while you're at it.

If the picture is pixelated in the BIOS, in otherwords at the Gigabyte screen, it usually can only be hardware related.

For starters:
Try removing a RAM stick if you have more than one. Then reboot. If it does nothing, try it in another slot and reboot again. If it is still pixelated, try the other spare RAM stick next.

If changing the RAM does nothing, then either the video card or the motherboard are defective. It will almost always be the video card in this situation, and I suggest trying another video card. Either borrow one, or buy one which you can return easily.
