Possible Graphic Card Failure

So randomly after installing an update for Battlenet to play Overwatch, my screen flickered and then went completely pale blue. Then my system restarted but Windows wouldn't load. I tried to enter safe mode but it wouldn't allow me to. I tried to boot off Win 7 DVD and it wouldn't work. Kept freezing, I'm finally on my computer and there's all these weird "blue lines " in random spots around my screen. i took a screen shot in photoshop but I don't know if it will come across right or not. I have the following specs:

EVGA Geforce 780
Asus X99 Deluxe
DD4 Ram

I'm wondering, is this a sign my graphics card is failing?!

Could be the GPU, the cable between the monitor and the GPU, or possibly the monitor though unlikely. I assume DVI or HDMI, try a different cable and see if that clears it up, if you have one available.

I do have it setup as HDMI . I don't have any other cables. I'll have to get some and try tomorrow. I'll report back asap. I'm backing up everything because I'm afraid it won't start up again.

I've switched out the HDMI cables, tried Displayport, etc.. IT's all the same. Borrowed a monitor. Now windows will only start up once ever 3-4 times i try and use my computer. I have to boot in safe mode only. If i try ANYTHING that requires the graphics card it crashes and Windows won't start. Any clue what I can do to verify it's my GPU? I don't think it's my SSD or MB.

Yes, most likely.

Also if you recently installed new graphics driver version, it might have broken compatibility with older graphics card.
Try installing older graphics driver version. But it's a slim chance at best.

Windows won't allow me to install , roll back , or clean install any drivers. All I'm getting is "errors" and "Driver install failed" Am I totally screwed here!? It's not even 2 years old yet! So frustrating .
