Oddly high temps i7-4790k + cryorig h7

Hi I have an i7-4790k and a cryorig h7 cooler that generally keep it at 35 c idle, 65 max load, (80 c Intel burn test). This cpu is supposed to turbo to 4.4 GHz and usually Intel turbo technology drops it to 4.2 for some reason. Now when I go into my bios (gigabyte Ga-z97mx5 gaming Mobo) bump the voltage to 1.21 and disable turbo boost and make the multiplier 44 (max turbo boost, and BLCK is 100 MHz) temps soar. 75 c normal load while 96 C Intel burn test. This is very saddening considering I wanted to hold back on liquid yet still push this cpu 4.6 or 4.7 MAYBE because I do some streaming and recording here and there and would like maximum performance before I get an AIO cooler. Any tips on what I should do? Also any help with general overclocking would be great since I can't find a guide for this Mobo.

Ah yes! My motherboard's auto voltage setting was way too high for stock clocks. I have since overclock and I've gotten to 4.7 on 1.17 v, when auto voltage was 1.2 v @ 4.0 GHZ 0.0

So the issue is probably too much voltage I have dropped it all the way to .91 V @ 4.0 GHz which got me 60 C max on intel burn test. If you're looking for lower temps at stock settings or even a start to major overclock, I would drop the voltage by .025 at a time until you can't boot or isn't stable in Intel burn test.
