I need help for my grandma XD

Hey all. This is probably the weirdest thread of the day, but I need you guy's help with something. Basically, my grandmother (in her 70s) is set on getting a platform to play Skyrim on. Not even a joke. She also wants a flat screen TV, but isn't as big of a priority. So I did some research, and gave her some options. #1 was she buys the parts, and I make her a real cheap PC capable of running skyrim. It would have a R7 250 and a A4 7300. I know its an Apu with a GPU, but it was was a left over Apu I had. First of all, would this PC even run skyrim at 1080p low settings without fps below 30? It would cost her $500, and would include everything she needs, as well as a refurbished monitor. My next option was to buy a prebuilt off ebay, but didn't recommend it. Is there any reason I should advise it? Then secondly, and my most advised, was to buy a used Ps3 and get the 50 inch TV shes been wanting. THe biggest problem comes with the controls. She has a hard time getting used to a gamepad or a mouse and keyboard. Which do you think would be easiest, and least frustrating, for her to learn? Finally, to make things even harder, she has arthritis in her hands... Sorry for such a dumb thread :p Thanks in advance for any help.

The minimum requirement is a dual core 2.0 and a DX9 card with 512mb of ram.
Your A4-7300 and R7-250 looks like it will qualify.
Recommended is a 4 thread processor and a card with 1gb of vram.
Your R7-250 qualifies, but your dual core APU does not.

I think I would shop Lenovo outlet.
Here, for example is one for $355 with a I3-4170, and a GTX745

If you want to view TV, then buy a TV and use it as a monitor.
Otherwise, a monitor will usually give better quality.

You might want to have gramma try out YOUR pc, particularly if you have skyrim installed.

I think the controls for skyrim might be easier with a keyboard and mouse.

Thank you, I will most definitely consider that option. And I do in fact plan to let her try Skyrim on my PC. With both a gamepad and keyboard/mouse. One more question. Do you think getting a TV instead of a monitor, like you said, would be a good idea, then get a wireless keyboard and mouse to put on a laptop lap rest? I think she would enjoy playing from the couch more.
 
No, I think managing a keyboard and mouse on a desktop is vastly easier than on a lap.
As we get older, vision deteriorates.
Consider a larger 27" monitor running at 1080P or 1920 x 1600.

If a TV would be used for viewing TV programs, then that might be a good option.
Gramma would need to switch the input between the pc and the tv tuner depending on gaming or tv viewing.

Of not for TV viewing, then a fixed function monitor would be better.

And... see if you can't install all on a ssd. It makes everything quicker.
