Dell Precision 690 2nd CPU not showing outside Bios & Device manager

Hi folks,Running windows 10 16GB of ram,on a Dell 690,the CPU's are a matched pair of Xeon 5080s they show up in the bios,and in Device manager,but only one is showing in task manager/performace monitor ,cpuid & speccy. How do I get both recognised?

I'm not a big fan of speccy. I see way to many people having issues with it showing incorrect information. it may not be able to read multi cpu systems correctly. I just don't have an answer for you. but if you see 8 cores then both cpus are being used.

It shows 8 "cores" (correct for 2x twin core hyperthreaded CPUs)in Device manager, but CPUID,Speccy and task manager/performace monitor show 2 cores with 4 threads. Just reset the bios.didnt help
