Why can't my PC run any game at a solid framerate?

I'm really baffled as to why my PC cannot run games like Overwatch or even modded Minecraft. I can barely play on medium settings and have trouble maintaining 30 fps even on low settings. I had a friend help me build this PC so I'm not entirely sure if my CPU is bottlenecking the rest of my system. If anyone could help me solve this issue that would be great because I'm not really looking to buy a brand new system. I can also post more information if that would help. Thanks.

I would say the memory is the main problem 4gb just dont cut it today.
I hope you dont have the 32 bit version of windows.

At first glance do i agree. You could keep an eye on what cpu and ram usage there is by doing the next,

download hwinfo32,
install and open it,
after that check "sensors-only".
then click "run".

Do you have the video cables running out of the graphics card slot or are they plugged into your motherboard? In any case 4GB of RAM is really low for a gaming computer.

Nope,no integrated gpu on this motherboard and certainly not the cpu.
