Corsair vengeance 3000MHz works as DDR4-2133

Hello, I've got
ASRock Fatal1ty Z170 Gaming K4
and
Corsair 16GB KIT DDR4 3000MHz CL15 Vengeance LPX
with XMP profile 1.35V CL15-17-17-35 3000MHz
In bios I see that profile is enabled. Voltage is 1.35, timings is good. But memory still displays as DDR4-2133
In Win10 Perfomance manager I see that RAM operates at speed 2133MHz
In CPU-Z in "Memory" I see DRAM frequency 1500 CL 15-17-17-35 , But in "SPD" I see Memory max bandwidth DDR4-2133(1066MHz)

Where is the truth and why it's don't work properly as DDR4-3000(1500MHz)?
 
Solution
the actual RAM frequency is: value in CPU-z ->Memory -> DRAM Frequency multiplied by 2 (DDR = Double Data Rate)
XMP value in SPD also requires multiplication by 2 but that is what stored there, not what it's running on
