Posted, installed Windows, only 1 RAM stick showed. Now I can't post at all. Faulty RAM?

Just finished building my PC, installed the cooler, slotted in my RAM, connected everything, and booted. Got a successful post, and began installing Windows. After it installed, I opened up System, and noticed that I only had 8GB of RAM displayed, when I had 2 8GB sticks. I shutdown Windows to see if both sticks were showing in the BIOS, but once the computer had powered off, I could not get it to post again. I've tried running with just 1 stick (using each stick on its own), tried both sticks, tried every slot on the board, yet I still get a static red DRAM LED (usually eluding to faulty RAM sticks). I have also cleared the CMOS, to no avail. Considering I managed to boot the PC once, is it likely that the CPU isn't seated right? Does anyone have any suggestions as to how I can solve this problem?

Actually this is the 7th time I notice asus z 170 a issue (maybe you got the refurbished or used sample from the guy that finally RMA it).
Could be incorrect components installation, re check everything.
Plug speaker or headset to rear audio jack, each beep indicate particular component fault (ex. 3 beep for memory problem), or you can see the debug led numbers.
 

@Mikel_4 The OP said he got static DRAM led, means it must be something in the chipset or RAM slot.

Clear CMOS. See if it can solve your DRAM problem.
