hard drive wont't format or delete the partition

I had 120GB harddrive that already contain windows server2003 inside (with 2 partition iniside). Now i want to delete the harddrive partition. Already try using Easus Partition master, Gparted, and even from diskmanagement from my windows Vista to delete the partition, it always return to the first condition just like before the partition process.
i also tried to format it nothing change.
Is there some locking software that make my harddrive can't be format or delete the partition?

Is this a secondary drive?

I assume that you have no important data stored on it, as you are trying to reformat it right? If you are trying to wipe the drive, I believe you can just use some third party tool, that can write zeros on it: http://www.tomshardware.co.uk/answers/id-1711997/software-wipe-hdds.html
This is a process that would fill in 0 value in each sector. You should back up all the data stored on it, as it would be unrecoverable.

yes, im gonna make it as a secondary drive. I've tried with Wipe Partition function on all the Partition software but once again it keep return to the previous condition. Ok I will try with the software you suggest for. Thx
