Monitor screen tearing, black pixelated screens and flickering. Not happening on other monitor. What is going on!

Something is clearly wrong with my pc.

Everytime i scroll down i get screen tearing and everytime i go on a program or a different web page it has a mini black screen. What pc component is causing this as it works perfect on another monitor!
