Core 2 Quad Only Seeing 2 cores

Ok guys, I'm really stumped here so I hope you can help.

I've been using some parts from an old computer and putting them into a pretty ancient Acer Aspire M1640, just to make a computer that can play last-gen era games well. To do this, I put an Intel Core 2 Quad Q6600 and a Radeon HD 6670 into the Aspire. The problem is that CPU-Z only shows two cores, and msinfo32 only shows 2 cores and 2 logical processes, despite the Core 2 Quad being a quad-core processor. I've made sure that the motherboard supports the processor. Also, I tried a Live USB of Ubuntu and that also only reports two cores, so it seems likely that it's a BIOS or hardware issue.

Specs:
System Model: Acer Aspire M1640
Motherboard: Acer/Nvidia mcp73ve
Bios: American Megatrends R01-C2 (latest version)
Processor: Intel Core 2 Quad Q6600 @ 2.4GHz
PSU: 250w (As far as I can tell, it's a custom Acer one, made for these Aspires)
RAM: 4GB
GPU: Radeon HD 6670
OS: Windows 10 Pro 64bit

What I've tried:
1) Msconfig boot settings - It was unchecked, and the dropdown box only shows cores 1 and 2.
2) Bios Update - up to R01-C2
3) Reseated CMOS battery
4) Checked BIOS settings - there is nothing along the lines of limiting cores. Honestly, the bios is pretty poor in terms of settings. It doesn't even show system info so I can't be certain that the computer is seeing all cores at the BIOS level.
5)Probably a million other things that I can't recall at the moment. I'll update this if I think of any.

My current theories:
1) This is my first time upgrading a CPU and when I took out the old processor (A single core pentium, I think) some pins in the LGA775 socket looked slightly askew. It's worth noting that the Core 2 Quad isn't a "true" quad core, it's apparently just two dual-core processors stuck together. Is it possible that a bent pin is making it so that only one of the dual-cores in the stack is actually connecting to the motherboard?
2) I haven't upgraded the PSU yet, despite adding a much meatier processor and graphics card. Is the 250w PSU underpowered for this? If so, could that be causing only two cores to be recognised?
What kind of wattage would I need for this setup?

Hmm, Acer support says this board only supports Core 2 Duo. The issue may be deactivated cores by the BIOS, but I highly doubt it... I've seen people with Core2Quads in their M1640 without issues.

I suggest removing the CPU and checking for bent pins. Does the BIOS recognize it as a Core2Quad?

All specs I can find for this motherboard show that it can take a Core 2 Quad, and some googling shows that many people have put this exact CPU into this motherboard (There are a few other Aspires that use this motherboard and bios).

The BIOS doesn't seem to have any support for viewing system specs (It's a bloody ancient BIOS and I think Acer tampered with the available settings) so I can't tell if the BIOS is recognising all the cores. I suspect it isn't, though, because an Ubuntu Live USB is only picking up two cores, just like Windows. Seems it isn't an OS problem.

I haven't taken the CPU out yet, I wanted to leave that until I had exhausted all other options. If there is nothing else, then straightening some pins will be my next step.

Do you know your exact motherboard revision? It's entirely possible it's a motherboard which lacks the power circuits needed for a core2quad. Or the BIOS is locking you down...and disabled the 2 extra cores.

Check the pins, or check with another PSU maybe?

All I see everywhere says that it should work...

I guess you can have two things then:
1) A defective CPU
2) A defective motherboard.

I suggest changing one or the either, whichever is cheaper, to confirm. :(
