Best cooler for $30 or less

Hello. I want to buy a cooler for my AMD Phenom II X4 965 BE that meets the following conditions
1. It's 25-30 USD
2.It will keep the CPU in the safe zone while CPU is under max load (Safe zone as in not close to overheating or thermal throttling.)
3. It is silent under full load (And what i mean by that is not sounding like a jet is taking of in my room).
If you can recommend me something like this it would be much appreciated.

I'm afraid that Hyper 212 EVO is too expensive in my country probably due to taxes is there a cheaper option?

Yes the Cryorig H7 is new an better at cooling. The CM 212 is only an equal to the M9i or M9a. The H7 is about 5% better.

From a site that sorta works like PCPartPicker but for my country. You know it finds the best price then it points you to that store And i'm buying the cooler only.

Its not that good of a heatsiink as it falls behind the CM212 evo by over 8 degress.

With the Themis I never go above 40*C full load.. I do highly recommend it.

At stock it should be ok as its a bit better than the stock cooler.

Sorry for necroposting (or bumping idk) but will the Hyper 212 be able to fit inside my case MS Industrial Gemini and if not what should i look out for

You are the OP so all your posts are fine with me. Cant find any info on the case. The Hyper 212 is has a height 6.3 inches. If you can use a ruler from the top of the cpu to the side cover you should be able to find if it fits.
