Low FPS on High End PC!

My PC Specs:

Nvidia Geforce GTX 1060 6GB

AMD FX-8350 8-Core processor Black Edition

8GB RAM

MSI 970A Sli Krait Edition Motherboard

Cosair CX600 Power Supply

Problem:

So recently I have been experiencing low fps in games. For example, I have recently been playing Battlefield 1, using geforce experience's optimal settings for my pc. The settings are Ultra and highest settings apart from effects quality. I get maximum 60fps because for me it is capped at 60 (which is fine) then it begins to drop to around 50 then dramatically drops to around 35-45 fps and is incredibly irritating. I ask people in game and they have either the same or worse specs than me and have a solid 70-80 fps.

I have attempted to use DDU Display Driver Uninstaller and tried to reinstall the latest driver. No one else has these problems that I know of and I am incredibly frustrated and confused.

I can confirm that I have the recommended specifications for Battlefield 1 apart from RAM, but i doubt that would make that much of a difference.

Other games FPS:

Arma 3: 30-45 fps
Counter Strike: Global Offensive: 200+ fps
Star wars Battlefront at Ultra: average 60fps

I would appreciate it incredibly if anyone could help me out.

Well, your CPU is technically "weak" but should be okay for BF1, the ram COULD be a issue for BF1, but you'd have to see if you're getting the expected FPS in other games to determine if the ram is actually holding you back.

I only suggest it may be the power supply because of experience with many people having odd issues either being power supply related, or specifically corsair CX series PSU related.

My cpu temp when idle: 37.3 degrees
My cpu temp when gaming: 44.4 degrees

My motherboard temp (not sure what temp #1, #2, #3 are) when idle: 34, 58, 35
My motherboard temp when gaming: 40, 71, 39

I understand that, however my power supply provides just the right amount of power my gpu and cpu requires. correct me if i'm wrong , but i am pretty certain
 
It's not about how much power, it's about whether it's consistent and reliable.
The CX series is popular because it's cheap, but it's not designed for high end gaming rigs that everyone puts it in and can cause a whole slew of problems.

BF1 is also maybe a bad example of a game to use, I know it had problems with i5 processors not running it well enough when they should have been, don't know if it got fixed though.

oh ok, do you think that I might have an issue with my RAM or my CPU I know my GPU is absolutely fine. Battlefield 1 probably is a bad choice but it is the game that I probably care most about when it comes to gaming therefore I want to get the best possible experience when playing it.
