So firstly a little backround of my pc build, in Nov. 2014 i built my first pc that contained the EVGA GTX 970 that i spent $350 at the time, an intel I5 4690k that was $200 at the time.

I have this deal with micro center which i'm allowed to return theses products for the money i payed in store credit which amounts to $550. Im considering putting in more money on my upgrades however i don't want to spend over $700 total( that's $150 of my money including the store credit).

At microcenter i found that the EVGA gtx 1070 SC seems a good upgrade and they have one for about $450. I'm pretty dead set on getting this graphics card but im not really sure about the right CPU to get. I know bottle necking can be a problem in GPU-CPU problems so i don't want to go too cheap on the cpu.

I would really appreciate suggestions on the Best, reasonably priced CPU i can get that wont bottleneck. please make the cpu under $300
thank you

If you're looking at microcenter I'd ask about their i7's. It would require a new motherboard and ddr4 ram but they've got the i7 6700k on sale right now for $260. Their ad says you save $30 when bundled with a compatible motherboard. It might be worth a look.

Right now i have an LGA 1150 but i might change that to a LGA 1151 so i can get a skylake CPU. What do you think about the Intel Core i5-6600K SkyLake? Will this bottleneck?

The 4790k I believe overall is slightly faster than the 6600k still. the 6600k is cheaper and better for the price, but you'd be spending more money on a new motherboard if you were to do that so it'd lose its cost to performance ratio benefit with that.

i think for future games might using more than 4 cores, then ur choise would be i7 6700(sky/1151) or i7 4790(has/1150)
according to past(2012) crysis 3 running with i7 2600(non k) with gtx 1060 6gb better than oc'ed i5 2500k,but i5 6600k also good...
note: i'm concidering here non k cpu ,because ,i saw some people are struggling with their i7 6700k temp problems, also running @ stock speeds
