Low Fps causes

I have a MSI GT70 2QD Dominator with a Nvidia GTX970M Graphics card, and I recently downloaded Skyrim; special edition. when I try to play it, my computer sets the video settings to low and objects that move in the game do so in an erratic fashion. all of my other games automatically are set at ultra high quality. what are the possible causes and some solutions?

Is it selecting the correct graphics card?

I had a different issue (that turned out not to be an issue at all) and the responses were to make sure it uses the correct graphics processor. You may need to set it in your graphics control panel.
