Is Core 2 Quad Q9550 is a bottleneck for Gigabyte G1 RX 480 4GB?

I was using MSI GTX 560 Ti Hawk for 4 years. Recently I have bought Gigabyte G1 RX 480 4GB.
But I am not getting better FPS than the previous card. I play GTA V, which is giving only 30-35 FPS on 1080p with high setting. Though RX 480 should give 60+ FPS on 1080p gaming on high settings. Same in the case of GTA IV and EFLC. Low FPS!

I want to know Is Qore 2 Quad Q9550 is a bottleneck for Gigabyte G1 RX 480 4GB (Old CPU and New GPU)? Should I upgrade my old CPU?

Yes, your CPU is almost a decade old and if you want to see any improvements in games over your old card, you'll need to replace it. Unfortunately that will also require a new motherboard and RAM.
The fact that the new card runs no faster would certainly point to the CPU being the hold back. Just note that some games also want 8GB of RAM now. I would not bother getting new RAM to test that though, that system has had its use, I think upgrading now is a good move.
 
only way with those systems is through the base clock. you motherboard might allow you to change it in which case it is worth trying (if you are up for the challenge) one can probably get about 5-10% more speed this way, but be warned the base clock effects RAM speeds and many other system speeds, so after a certain point (often 10%)things get sketchy. I would not bother with extra voltage, so a new heat sink is probably not needed, but do watch temps either way.
