We an AMD A8 6600k bottleneck an Rx 480?

AMD APU's are fairly weak, they will bottleneck almost any new GPU. Even more with CPU demanding games.

BUT, IMO there's no reason for you to get a weaker card. If you can afford it, definitely get a RX 480 or GTX 1060 now, and then save up a bit to make a CPU upgrade.

That way at least you will have a decent GPU to handle almost any CPUs out there instead of getting a 1050Ti that may bottleneck a powerful CPU.

Don't get worse tech just because of a bottleneck, IMHO
