Burning DVD with Blue Ray burner

Can I burn a DVD with a Blue Ray burner? I'm building a new PC, and was thinking about getting a new disc reader/burner, since it seems like my current one doesn't support high quality music from CD's. Also I think I've never seen a blue ray disc or anything in my country so there's not too much of a reason to get a blue ray burner, but maybe it's a really good future proofing
