Will an old 450W Codegen PSU handle MSI Geforce GTX 750 Ti Low Profile?

''Low profile'' should mean that it takes less energy, etc.

nope low profile just means it's not as tall, exactly the same energy usage as a normal 750ti.

You are probably OK, BUT i wouldn't go above that.
