120 fps in overwatch on all low settings with a 970 4gb

3570K @ 4.3 GHz and GTX 1060 6GB user here, being capped around 150 FPS by my CPU on low/competative settings.
Unless you have already done so, overclock that CPU. you should easily reach even more fps depending on your results.

ok. what is the make and model of the psu? plug in all the power cable for the cpu/gpu?

Switched from a cx500 to a cx650m, yes, plugged the cables into the mobo/cpu/gpu.

Also check your render scale in the video options. Mine was set to 141% in "automatic mode." 100% render scale should net much higher fps and negligible difference to your eyes in terms of graphics quality.
