ISP modem vs. Netgear Modem

Hi all, I recently upgraded (or so I thought) to a Netgear docsis 3.0 modem over my previous, ISP provided modem. Since then, I have been experiencing issues with available bandwidth on my network. The previous modem was used in the same scenario as current, and I don't see any explanation (aside from my ISP limiting my bandwidth) for sub 10Mb/s download speeds on my 100Mb/s down from the wall, 60-75 off my n600 internet. My question is this: does an isp penalize you for using a modem not issued by them, is this perhaps a problem with the line into my house (something they've been out several times to look at), or is this something to do with my configuration?

After being told that I was "all good" by them when I called and registered my modem's MAC with them, I then had to go through their online setup in order to get connected. I may have ended up having the same thing done twice, so I'll talk to them about it.
 
There are a couple of screens in most modems that show you the signal levels and the channels being used. This will show if for example your modem is using docsis3. If it is docsis3 and all the channels show good db levels and no data loss then the ISP has placed a artificial restriction on your connection. This is how say a 10m plan would work. It actually connects to your house at the full 300m or whatever but they put in a fake limitation. If you buy the 300m plan they just remove the limitation.

I will not replicate the DB level information here you can easily find it on google and it tends to vary a bit depending on the actual type of connection you have.

The DB levels all look fine according to several sites, but as far as I can tell, straight from my modem I'm already getting a 25% drop from advertised speeds (at 6am on a weekend, no less) and then another 25% drop hardwired or wireless from my router. I think I'll call my ISP and get them to come look at the line as soon as they can.
 
Did the line used to work fine with ISP provided modem? how long? was it recent?

Add to your original question, yes the ISP penalizes you, in a sneaky way, if you use your own modem because they are trying to sell$$ you theirs, by withholding information and support (hey that's your box, our techs don't know anything except OUR boxes).

Go to dslreports.com (I know yours is not DSL) and if you are lucky, your ISP has its own forum at this site, if so, tons of "back room" info.

Yes it did work fine I purchased the new modem near the end of September. They replaced the original modem about a year ago, and then replaced that one with a modem/router about 6 months ago, which I then replaced with my current one. It was working fine before I replaced it since then.
