Best GPU for 1024x768 Monitor

My friend is looking to upgrade from an i5 2500k and his GTX 650. He wants to be able to play most to all games on ultra at 60fps, with spending the least amount possible. What would be the best value GPU and if needed, CPU to match his tiny single screen resolution? I can imagine it won't take similar horsepower to match the standard 1080p monitor most people have nowadays.

Also, no, he cannot and will not upgrade his monitor. His desk is way too small. The games he plan on playing are Fallout 4, GTA V, Rainbow 6, CSGO, Dead by Daylight, H1Z1, Rust, Overwatch, BF1, and whatever Triple A Title goes on sale during Christmas.

I don't understand why he cares that much about ultra settings on that low of a resolution, what is wrong with his current GPU, and why he would spend money on a new GPU and AAA titles when the most important part of his user interface is complete garbage. A new screen would be a much better investment, he's not going to get that much benefit from a better gpu and all of the budget GPUs don't offer very good value to performance. If there's no other option, just tell hem to get a GTX 1050, 1050 ti, or RX 460, anything faster than that will be a waste.

Would recommend a 1050Ti simply because of price-per-performance on lower end cards is currently ruled by that or its non-ti sibling.

That being said... a 650 should be pretty adequate for 1024 * 768. Is his desk way too small to fit a 17-19 inch 1080p monitor?

Assuming you aren't a troll...1024 x 768? Even cheap 17" LCD monitors are 1440 x 900. The lowest end 15" LCDs are 1366 x 768. Anyway assuming you aren't a troll games are almost entirely CPU bound at resolutions that low. A more powerful graphics card won't help.

1024 x 768 is like a 15" CRT from the 90s.

Thank you! I've been telling him over and over again but he is hell bent on his current peripherals. He prefers his standard office mouse and whatnot. His monitor is some crappy local branded one as well. At the same time, he also has a NZXT Phantom case. Sigh.

It honestly is! I've been there myself, and it's basically the size of those tiny arcade systems. Thank you for the recommendation. I've been trying to get him to upgrade his desk and monitor but he is hell bent on his current peripherals. Despite his lack of aesthetic taste, he went and got himself a Phantom case as well.
