EDIT: fixed it by doing windows reset.

Solution
This is a windows 10 update bork to network setting, the problem is its not broadcasting a dhcp request, this is your internal lan so nothing to do with your ISP. I would either roll back windows or set a valid IP scheme manually, all you need to know is the IP address of your router.

I did ealier sadly, it did not work. I want to call my isp but I feel like it's an issue with the laptop as it's the only device having problems with the network.

as far as I can tell, the problem is that your WiFi card has no Gateway defined.
when setting your WiFi connections with a custom IP adress + gateway & subnetmask, it should in theory work like a charm.
Win10 updates tend to mess up your network settings unfortunately.

even if it's only this device, your ISP knows how to resolve this issue usually.
I worked at an ISP and let me tell you, the situation you got there, is daily business. there's a lot of people contacting the ISP over the same issue. it's probably just some minor network setting that is kinda specific to your ISP that needs to be set.

well ISP said that they don't do that for home network and only allow fixed ip on business accounts

then either it was misscommunication or the clerk on the other end of the line has got you good.

what he meant that you got a dynamic IP address and they assign static public IP addresses only to business customers
but what you need is simply deactivating DHCP on your WiFi-card and set the network settings manually with gateway, internal IP and subnetmask.
this is something your ISP WILL assist you with.

My wife's Lenovo laptop had the same problem. Weirdly it showed up after I had to reset our ISP modem. I Googled solutions last night. Then I remembered we still had her Lenovo service agreement in effect and so I called them today. They took me to the Device Manager and I opened the WiFi adapter, in this case RealTek and opened the Drivers. Then they had me search for drivers "on this computer". There were two of different dates. I was told to select the older one. Rebootted the computer (which you have to do when you change drivers) and the problem was solved.

There is a setting in Windows where you can prevent automatic driver updates as part of a Windows update. I've heard of many problems from this.

If you don't have an open support agreement on your machine maybe you can contact them about a price. There is no way that I would have found this out on the Internet. Most sites advise getting the latest drivers but that appprentlu isn't always true!
