GPU fan running at full speed, yet no video output

So this is a bit upsetting because I just recently RMA'd my 780ti and received it in the mail not even two days ago. After getting back on the gaming horse for a bit, my computer suddenly went dark as I was playing GTA 6. I tried to reboot it but all I got was a pitch black screen. (The computer still boots, and if i switch my HDMI cord to the motherboard it still goes post, still boots to windows but it runs on my integrated graphics. )

When tried to reboot it, I noticed that my GPU fans were running at maximum capacity, creating enough noise to wake up my neighbors. The fans alarmed me so i decided to pull it out, and on rebooting the computer, it booted just fine. I'm usually pretty competent in fixing issues via google but so far I haven't been able to find a definitive answer. I read that It might be an issue with the PSU, but since it boots fine without the actual card in it, I don't think it's that. This goes for the motherboard as well, unless miraculously both the PCI slots have malfunctioned. I took the whole thing apart, and I cleaned everything, reassembled it, and nothing has changed.

The minute I plug my graphics card in, the fans crank to hurricane winds yet I don't get any video from it, I can't update the drivers because windows doesn't recognize that anything's plugged in. I've reset CMOS, and I'm debating a bios update at this point. My gut tells me that i must've just got sent a bad replacement, but the fact that it was a factory sealed replacement just makes me skeptical, and I don't want to ship it back to them if it isn't actually broken. Is there anything I'm missing? What is going on? I may be able to use my uncles computer to see if the gpu works on that, but if its not the GPU, the Motherboard, nor the PSU, CPU, RAM, etc, then what the heck is it? Any ideas are welcome.

Motherboard: Gigabyte G1. Sniper Z87

GPU: EVGA 780ti SC

CPU: 470k i7

RAM: Corsair vengence, 16 GB

PSU: Corsair AX 870

Yeah I tore the PSU apart, then threw it back together, and i actually found a decent amount of dust in it. Did something on it fail that ceases it to be able to power the GPU or something? The rest of the rig works completely fine, should i actually get a new PSU?

Did you fix it, if so how?
