In this article using their PC system, dual 290s demanded under 500 system Watts as measured at the wall socket under load. So the 860W Corsair PSU should be OK.

It should be fine, but is there any particular reason that you're going with crossfire 290s over a GTX 1070/1080? Not trying to discourage you, it's just that this setup makes little sense if you don't already have a single 290 and are getting a second one used.

I already have 1, and I can trade my current psu for that one so it wouldnt cost me that much as I'd buy a new 1070/1080.
