Hahaha you just made that up. It doesn't. It just has good frametiming and the analog on your controller makes it look smoother than controlling it with a mouse.

Forza does use an effect called ''Frame smoothing'', which the PC feature has too.

Also, Digital Foundry who tested the game called it ''One of the more acceptable 30 fps experiences on PC'', if you lock it.

All that console does to make 30 fps look smooth is the smoothness from the right analog stick on your controller, good frametiming and...

Well lets put it this way. I have a 970 and an i5-4690k paired with 16 Gb of RAM and i get crazy fps stutter no matter what the settings are at. This game wastes cpu power. I think you should hold out for a few months and wait for the game to get fixed. I think you would get a very stuttery 45-60 fps

All that console does to make 30 fps look smooth is the smoothness from the right analog stick on your controller, good frametiming and post-processing effects like FXAA filters and motion blur. All possible on PC too if you do it right.

There are no other effects that aren't possible on PC.
