I recently got a R9 390x and installed it while also dusting out my PC which I've done several times before. It then didnt start up and I googled that it needs at needs 600w while I had 500w (which my friend suggested it PSU overheated now because of this) so I switched GPU back to my R9 280 and the PC still doesnt turn on. I see the CPU fan and front LED light turn on for a split second then turns off!

I didnt unplug anything except sys_fan and GPU power from PSU.

"...while also dusting out my PC..."

Chances are RAM sticks were moved, ever so slightly. I'd remove, and re-seat making sure you hear a distinct 'click' sound when each lock engages. If still does not work, try one stick at a time.
