Dell XPS 8300 won't turn on but a chip inside is hot

PC won't Start (DELL XPS 8300) and PSU is working, no outside leds are on, only the one in the motherboard is on (Solid Amber) and everything is cold (all the chips and capacitors), only the southbridge chip is really hot (The small chip with the heatsink that is by the PCI slots)

What I've done so far...
1) Disconnect avery thing but the CPU Fan and try to turn on - FAIL
2) Disconnect Coin battery and leave it with out energy for 1 hr and try to turn it on - FAIL
3) Change the PSU with another one (A new one) - FAIL

Any ideas on whast the problem?

It turned to be the Motherboard, something was bad, the chip being really hot didn´t quite checked for me, so I bougth another Motherboard in Amazon and the PC is working great, like new.

I added a Fan, in the front part of the chasis to help reduce the heat with the motherboard southbridge and the Video Card (ATI Raddeon), when installed it sits over the southbridge (the video card), and I didn´t like that to much heat of the to parts were without some help other than the Video Card Fan and Heatsink.
