Low FPS on High End PC Help!!

My PC Specs:

Nvidia Geforce GTX 1060 6GB

So, i say "high end" but i'm pretty sure this is kinda high end not like gtx 1080 style but high end for 1080p gaming.

AMD FX-8350 8-Core processor Black Edition

8GB 1600 Mhz RAM

MSI 970A Sli Krait Edition Motherboard

Cosair CX600 Power Supply

Problem:

So recently I have been experiencing low fps in games. For example, I have recently been playing Battlefield 1, using geforce experience's optimal settings for my pc. The settings are Ultra and highest settings apart from effects quality. I get maximum 60fps because for me it is capped at 60 (which is fine) then it begins to drop to around 50 then dramatically drops to around 35-45 fps and is incredibly irritating. I ask people in game and they have either the same or worse specs than me and have a solid 70-80 fps.

I have attempted to use DDU Display Driver Uninstaller and tried to reinstall the latest driver. No one else has these problems that I know of and I am incredibly frustrated and confused.

I can confirm that I have the recommended specifications for Battlefield 1 apart from RAM, but i doubt that would make that much of a difference.

Other games FPS:

In Grand Theft Auto V, i'm getting around 70fps with settings on the highest, however i'm getting massive fps lag spikes and freezes for a couple seconds.
^^ This is exactly the same on H1Z1, i'm getting around 60-70 fps with everything on the highest and about every 3-4 seconds it freezes and i get a massive lag spike down to 20fps for a second and then back up again.
Arma 3: 30-45 fps
Counter Strike: Global Offensive: 200+ fps
Star wars Battlefront at Ultra: average 60fps

1. My Temps are fine and so are my motherboard temps (no throttling) my temps for my cpu when gaming: 44.3 degrees and when idle i get 28.6 degrees.

2. My power options are set to High Performance

3. My drivers are up to date latest Nvidia Drivers

4. I have tried lowering the setting for BF1 but i literally dont get much difference, i don't know why. I might as well stay on Ultra settings as they are my optimal settings.

My question: I would really like to know if it is my RAM, it's 1600Mhz and only 8GB, it would be great if it was, most of my fps drops come from when big things happen in game (BF1) e.g. explosions and where a lot of people are. Would this have anything to do with my RAM, if it is this is easily fixed. Plus the RAM is quite old and is AMD Radeon RAM and came with my first pc which was pre-built.

I would appreciate it incredibly if anyone could help me out.

Thanks Again and I hope to hear from the community! This is my first time writing on a forum!

Solution
Your CPU is bottlenecking your GPU, thats why games like Arma III and BF1 are low-FPS, because they depend on the CPU a lot. Also, turning settings down or up doesn't really affect your CPU (it actually strains it more if you turn it lower).

RAM should be fine.

You just need a new CPU/mobo.

Could you please recommend a decently priced cpu that would fix this? I dont wanna spend too much money. If the cpu is intel don't worry about the motherboard, I have already got my eye on one.

Could a FX-9590 be any better, i think it could be as it is a lot better than the fx 8350

Thanks

The FX-9590 is one of the worst CPUs made. Few mobos can support it and it is so hot you need liquid cooling. Just for a high clock that doesn't give much performance.

3 Options for Intel:

Best: i5-6600k with a Z170 board
Better: i5-6500 with a H170 board
Mediocre: i5-6500 with a H110 board
Bad: i3-6100 with a H110 board

Which mobo did you have your eye on?

Are you sure the i5-6500 is a valid choice? I mean i'm not sure but i've checked on a game debate and it shows that the performance isn't as good as the fx 8350? :/

http://cpu.userbenchmark.com/Compare/Intel-Core-i5-6500-vs-AMD-FX-8350/3513vs1489

1. Faster
2. Intel will use the socket LGA1151 for 2 more generations, so easy upgrading
3. Better for gaming (fewer, faster cores)
4. FX is a dead platform
5. FX is hot (high TDP)

your first mobo is good, but the second is trash.

So, do you recommend the i5-6500 skylake processor due to the price and efficiency? I'll go for the first motherboard. But do you think that it is a good chooice for gaming, will beat the fx-8350 without a doubt and will fix my bottlenecking issue?

Yes, the i5-6500 is a great CPU. Good balance of price to performance.

Ok, one last thing. If you look on YouTube you can search for people playing Battlefield 1 on Ultra with exactly the same specs as me!?

Also if you go on to Game Debate to see if you can run battlefield 1 and input the specs (gtx 1060 6gb + i5 6500) it comes up with i'll be able to play BF1 on medium??
