Specs:

CPU: i5 4460
HDD: ADATA Sp550
RAM: kingston 16 gb ddr 3
PSU: golden field 650 watt
GPU: zotac 1050 ti 4gb ddr5
MOBO: MSI H81-P33
OS: Windows 10 Pro 64Bit

I bought all parts today brand new with 3 year warranty. Installed everything correctly.

People are saying this has to do with driver or BIOS

I have latest BIOS, chipset, LAN, Other, VGA , Audio drivers installed.

None of the 2.0 or 3.0 USB ports respond. I am currently using a USB splitter.

PSU Works fine, can play all games on ultra graphics no issues whatsoever but backpanel usb ports.

ALSO, the Ethernet Cable works fine no issues (which is part of the motherboard)

Any ideas?

Solution
I fixed it myself. There is a rubber thing that is placed into the JUSB_PW1 hardware pin and I removed from before. I put it back into default position and the USB ports all started working.

At the same time I also reset CMOS. After that everything works.
